What is preventive substance abuse work?

Preventive substance abuse work refers to the prevention and reduction of the harm caused by intoxicants. It aims to reduce the demand, availability, supply and substance-related harms of intoxicants and to promote health, safety and wellbeing. Preventive substance abuse work targets alcohol, drugs, tobacco and other substances used for intoxication. Gambling addiction and other behavioural addictions are also targeted in the work. The Act on Organising Substance Abuse Prevention entered into force on 1 December 2015. Preventive substance abuse work is carried out by various means, including networks, training, statements, development projects, statistics and studies.

In addition, the Coordinator of Preventive Substance Use acts as the contact person for preventive substance abuse work for the Regional State Administrative Agency AVI and organises training and events related to the topic.

Preventive substance abuse work is carried out by influencing

  • information, attitudes and rights related to intoxicants
  • factors that protect against substance abuse and risk factors
  • the use, availability, supply and harm of intoxicants.
