The task of schools and educational services is to maintain the continuity of everyday life even in difficult conditions. During a power cut, an effort will be made to carry on with the school day in accordance with the usual daily routine and the normal start and end times. School transports will be organised as normal. The personnel have prepared for possible power cuts by planning in advance how activities and lessons are organised without electricity.
Possible exceptional situations have been negotiated with partners, such as those responsible for catering and cleaning services. If information on power cuts is available in sufficient time, a notification will be added to the website of the City of Kuopio and/or notifications will be sent through Wilma. Power cuts may also occur unexpectedly, which means that it is not possible to communicate about them.
A possible power cut during the school day may affect the school’s operations, for example, as follows:
-
- There will likely be little light in the school premises > if necessary, lessons can be held outdoors or in some other safe space.
- Air conditioning will stop working, and ventilation should be done by opening windows.
- On cold winter days, we ask that guardians make sure that pupils have enough warm clothing with them for both indoor and outdoor activities.
- Battery-powered lamps will be purchased for schools for shared use, but it can be useful for pupils to have their own torches, head lamps or phone lights when they move about or go to the toilet.
- During longer power cuts, the use of water and drains/toilets may need to be restricted if there is no water or the waste water pumping station is not working.
- Especially during longer power cuts, water pressure may also decrease, thus weakening water supply. Pupils can bring hand wipes for cleaning their hands if they wish.
- Catering will differ from normal days as food cannot be heated. Schedules for eating times may change. Pupils can bring their own snacks if they wish. It is not possible to store or heat food during the school day.
- During a power cut, it is likely that phones or the internet will only work for a while, which will make communication between the school and the home more difficult. It is a good idea to limit unnecessary messages and calls. In case of longer power cuts, the city’s official bulletins are broadcast by radio. However, in an emergency, the school will be able to call the emergency services.
- In lessons, electronic learning materials and devices can only be used for a limited time. We recommend that you keep all devices fully charged.
- It is a good idea to reserve backup power sources for homes.
- If there is no outdoor lighting, it is important to use reflectors and take special care when travelling to school or moving about outdoors.

In the event of a power cut, customers will be directed out of sports facilities to ensure their safety.
In addition, customers will be notified in accordance with a separate communication plan. Electronic communications are handled centrally by the city. Each sports facility will post a written notice on their front door.
The booking service will inform all those who have booked facilities if there are cancellations due to power cuts.
If notice of a power cut is given less than an hour in advance, in addition to the above measures, Securitas Oy will be notified to inform people with bookings in school sports facilities that their bookings have been cancelled.
-
In the case of short power cuts of up to two hours as per Fingrid’s preliminary estimate, museums will be closed for the duration of the power cut and customers will be directed out to ensure their safety. Exhibition, event, workshop and meeting customers are directed out to ensure their safety.
The museum shop will also be closed, and archive, collection and other expert services will be closed during any power cuts. Preparations for possible power cuts have been made by reviewing the operating instructions for power cuts at each museum.
