Carbon-neutral climate-safe city
Kuopio wants to reduce carbon dioxide emissions to zero and even become CO2 negative. By 2030, we want to be in a situation where the city’s operations produce greenhouse gases into the atmosphere only as much as it can sequester carbon. The climate-safe city is prepared for extreme weather phenomena such as increasing heavy rains and periods of heat. The Viksu Kuopio program shows the steps towards a carbon-neutral and climate-safe city.

The city’s task is to plan and build a sustainable society. Viksu Kuopio wants to make sure that we manage to control the burdens that growth brings on the environment. In a carbon-neutral city, we build sustainably. With land use planning and zoning, we enable a climate- and resource-wise life and adaptation to climate change.
The city of Kuopio’s own operations are being reformed so that climate sustainability and the circular economy are taken into account better in the different phases of work. For example, regional planning, zoning, urban engineering planning and construction must be done sustainably. Increasing cooperation helps us to see the big picture and search for wise solutions.
The development of suburbs along the main lines of public transport, help prevent the spread of scattered settlements, which in turn supports the protection of carbon sinks. We can improve the attractiveness of the suburbs by, for example, increasing the greenery of the environment and building with wood – both of these are also climate actions.
Long-life low-carbon construction
Preserving and renovating the old buildings compared to new construction saves resources and helps reduce emissions. We also guide new construction projects towards carbon negativity, circular economy and long-lasting solutions. Building with wood, reuse of materials and convertible multi-purpose buildings are part of the solution.
The emissions of the built environment are also influenced by energy efficiency, material choices, and improving the circulation of materials. Many climate actions can also bring financial savings.
Preparation is part of the Viksu Kuopio program
Increasing heavy rains are turning our attention to stormwater management. On the other hand, we are preparing for dryness and heat, and changing winter conditions. Creating a stormwater program is one of the tasks listed in Viksu Kuopio, which aims to anticipate problems. Increasing street greenery and trees and using permeable surface materials also in densely built-up areas, is important. Buildings and areas should be designed or adapted to better withstand changing weather conditions. Adaptation to climate risks must be part of construction and maintenance.
