Detailed shore planning
Detailed shore planning in Kuopio is the responsibility of city planning, but the contact person for the planning processes are the preparers of the deviation permits and action decisions for strategic land use.
The detailed shore plan is mainly drawn up to organise holiday homes in the shore area. The shore plans are mainly drawn up on the initiative of the landowners. The landowner can prepare a proposal for a shore plan for their own shoreline area.
The landowner is responsible for the costs arising from the drafting of the shore plan. The costs consist of the work of the city authorities (price list.pdf, in Finnish), the costs of the consultant used by the applicant, the drafting of a site plan and other possible reports.
Before starting to draft the plan, the applicant must consult with the city. The meeting will be used to discuss the suitability of the detailed shore plan for the planning area. Launching the shore plan process requires submitting a planning application (pdf, in Finnish) to the city. The plan process corresponds with the drafting process of the city plan.

The customer service for planning is open from Monday to Thursday. When doing business at the council house, the meeting time must be agreed in advance.
