Speed limits
A regional speed limit system is in use in the inner city area of Kuopio. As a rule, the speed limit for main streets is 50 kmph. In the city core, the speed limit is 40 kmph, which will be reduced in three phases to 30 kmph by 2024. The first phase of reducing speed limits was introduced in autumn 2022. Speed limits of 40 and 30 kmph are used in residential areas.
Speed limits aim to affect traffic safety, economy, flexibility and the comfort of the living environment.
As the speed decreases, it becomes easier to observe and assess situations, and the reaction and braking distance shortens. In the event of an accident, the collision forces are lower and the consequences are therefore usually less severe. This is particularly emphasised on residential streets, which typically do not have a separate sidewalk structurally separated from the roadway. In other words, pedestrian traffic takes place on the edge of the roadway.
The collision energy of a vehicle is quadrupled when the impact speed doubles. A pedestrian collision at over 40 kmph increases the probability of death dramatically.
It is important to note that the speed of the vehicle must be adjusted to what traffic safety requires, taking into account various factors, such as traffic conditions (weather and road condition, visibility), traffic environment and other road users. The speed must be kept such that the driver maintains control of their vehicle. The vehicle must be able to stop on a visible part of the roadway and in all foreseeable situations.
Decisions on speed limits are made by the Urban Structure Board. An application to change the speed limit can be addressed to urban planning services. Municipal engineering planning prepares a proposal for the Urban Structure Board.
