Registration under the Environmental Protection Act
The activities to be registered are those listed in Appendix 2 to the Environmental Protection Act (527/2014, Finlex) with a fuel efficiency of at least 1 MW, but less than 50 MW, liquid fuel distribution stations (tank volume of at least 10 m3), asphalt stations, chemical washing stations and operations using organic solvents, fixed concrete stations and concrete product plants.
The sector-specific Government Decrees contain provisions on the mandatory content requirements of the registration notification. The activities to be registered must comply with the requirements laid down in the sector-specific decree. The purpose of the sector-specific decrees is both to harmonise sector-specific environmental protection requirements and to improve their predictability. By supervising the activities, the authority ensures that the activities comply with the requirements of the sector-specific decree.
The registration notification must be submitted to the municipal environmental protection authority no later than:
- 30 days before commencement of operation in the case of an energy production plant of less than 50 MW (medium-sized power plant)
- 60 days before the start of operations, in the case of this activity being an other registrable activity.
The notification must be submitted via the Lupapiste.fi service. The activity can be started when the municipal environmental protection authority has registered the activity or 60 days have elapsed since the notification was submitted. The processing of a registration notification under the Environmental Protection Act is subject to a fee approved by the City of Kuopio’s Environmental and Building Board.
Decree 846/2012 on environmental protection requirements for asphalt stations and Decree 1065/2017 on environmental protection requirements for medium-sized energy production units and plants have become applicable by 1 January 2018 at the latest. Decree 314/2020 on environmental protection requirements for fuel distribution stations will be applicable by 1 August 2023 at the latest. Decree 858/2018 concerning concrete plants and concrete product factories no later than 1 January 2025.
