Allotments
The City of Kuopio has approximately 300 allotments, or vegetable lots, in different parts of the city. The city has cleared and marked the allotment areas for rent. The tenant of the allotment must till the soil themselves.
There is no organized water supply on the plots except on Itkonniemi Yrttitarha plot. The water for irrigation is available from nearby ponds or lakes, near which the areas are located.

Renewing reservations
Please note that invoicing ends and reservations can be renewed between 5 February and 31 March 2024 in the reservation serviceIf you do not have access to the Internet or online banking services, you can book and pay for the place at the Urban Environment customer service points at Suokatu 42 and in Nilsiä at Ukko-Paavontie 15. No phone reservations.

Renting

- By paying annual rent for an allotment, the tenant is entitled to rent an allotment owned by the city. The rental period is between 15 April and 30 October each year. At other times, the area is used by the city. The size of the allotments varies somewhat.
- The tenant may not transfer the lease to a third party or otherwise transfer the allotment to a third party.
- The tenant undertakes to comply with the rules of the allotment area. The annual rental right does not begin until the annual rent has been paid. The tenant is responsible for the accuracy of their contact details. The rent must be paid by the due date or the allotment shall be handed over to the next farmer.
- One household can only rent one allotment at a time.
- The tenant shall remove the plants and other cultivation equipment from the allotment as soon as the lease of the parcel ends. The city has the right to invoice the tenant for the full cost of emptying and cleaning the allotment. The minimum charge is EUR 100.
- Infringement of the rules and the tenant’s improper activity or behaviour (disruptive behaviour, use of plant protection products or pesticides, storage of non-cultivated goods, non-cultivation of the allotment, etc.) may be lead to a unilateral termination by the city. In a case like this, no allotment rent will be refunded. The maintenance manager may first issue a written notice on disruptive behaviour and other inappropriate activities, and the farmer loses their right to farm. In a case like this, the allotment fee shall not be returned or refunded.
Cultivation

- The allotment must be used only for cultivation. The crop must be harvested during the lease period.
- The allotment must be cultivated. If the cultivation of the allotment has not been started by the end of June or the allotment is occupied by weeds, hay or goods, the tenant loses the right to rent the allotment and the city is allowed to rent it again.
- The city will mill the land before renting it to a new farmer.
- Those allotments on rehabilitated areas that are without perennial crops may be milled by the City as necessary. The allotment holder must be in contact with the City, if milling is required.
- Allotments are intended for outdoor farming. The plants must be placed in such a way that they can be taken care of from their own plot and do not cause harm to other farmers. The minimum planting distance of perennial plants from the allotment boundary is 1.5 m.
- No trees may be planted in the allotment
- Access lanes must be left free on the edges of the allotments to allow access to other allotments without hindrance. These lanes may not be used for cultivation. The City will remove any cultivated plants on the lanes.
- A gauze may be used for pre-cultivation of seedlings or a temporary plastic tunnel with a maximum height of 50 cm may be built. The above structures must be dismantled after the growing season.
- Small wooden cultivation boxes (max. 3 per plot) are allowed. Tools can be stored in a wooden box (length 1.5 m x width 0.5 m x height 0.3 m). The cultivation and tool boxes may be kept in the allotment over the winter.
- It is not permitted to install greenhouses, shelters, fences, terraces, pallets, tiles, rock borders, etc. on the allotment. The City may remove unauthorised structures from the allotments and charge the tenant for full cleaning costs, a minimum charge of EUR 100.
- The City places an irrigation hose at the water point on Itkonniemi Yrttitarha plot. The irrigation hose must be used equally. No parts shall be removed from or installed to the water point. The irrigation hose must not be used to damage other farmers’ plants.
- No plant protection products or pesticides may be used in cultivation.
Waste management

- The tenant must ensure the tidiness of the allotment and its surroundings. The tenant must deliver the waste from the allotment at their own expense.
- Plant waste may be composted in a compost or in a rack in the allotment. Compost may be kept on the allotment over winter.
- The allotment may not be used to store non-cultivated goods (basins, car tyres, tables, chairs, grills, etc.). Allotments are not utilisation / storage areas of non-cultivated goods. The City may remove unauthorised goods and invoice the tenant for full cleaning costs, a minimum charge of EUR 100.
- Plants must be supported by plant supports intended for that specific use (no using chairs, car tyres, etc.).
- Ditches may not be dammed or covered with tarpaulins or other objects, the City will remove the aforementioned objects.
- Spreading plant waste and debris on the edges of the allotment area is prohibited.
- No open fires are allowed on the allotment. The incineration of litter or other waste is prohibited.
Boundaries

- The moving of boundary markers in the area is prohibited. The City will invoice the parties concerned for the full amount of the costs incurred in clarifying the ambiguities of the allotment boundaries.
- The tenants jointly manage the grass strip between the allotments.
- During the summer season, the city mows or clears the peripheral areas surrounding the allotments.
Other information

- Bringing dogs to the allotment is prohibited.
- The City is not responsible for vandalism carried out on plants or structures in the allotment.

The City of Kuopio will mill the allotment rented to first-time tenants. This is done once on the basis of a notification by the tenant. After this, the tenant takes care of the possible milling of the allotment.

The notification must specify the allotment area and number. Information such as name, phone number and email address of the tenant, must also be included.The City delivers skips near the allotment in the spring. Only garden waste from the allotments may be placed in the skip. In the autumn, skips are not delivered, and the tenant takes care of disposing of the garden waste.
