Real estate formation
The real estate registration unit prepares plot divisions and handles cadastral surveys, such as plot parcelling, easement surveys, and boundary demarcations, in the city plan area of Kuopio.
One condition for granting a building permit is that the plot is formed according to the valid city plan and plot division.
National Land Survey of Finland is the cadastral authority outside city plan areas and in Maaninka, Muuruvesi, and Säyneinen city plan areas.
In addition, the area of responsibility includes building control measurements, i.e. marking the locations of buildings and inspecting the locations.

A public purchase witness (notary) must be present at the transfer of property when signing the deed of transfer. The transfer can be, for example, a trade, an exchange, or a gift. A pre-contract concerning the property transaction also requires a certificate from the public purchase witness.
