The City of Kuopio promotes the employment of people who require assistance in entering the labour market with its public procurements. The service provider undertakes to allocate 2% of the value of the work portion of the procurement to employment during the contract period, as part of the procurement it has won. In order to fulfil this condition, the service provider must employ a person:
- whose municipality of residence at the date of employment/start of the work/date of conclusion of the employment relationship is Kuopio, and
- who has been an unemployed jobseeker for the previous 12 months, or
- who has been an unemployed jobseeker for at least 12 of the preceding 16 months, or
- who is under the age of 25 and has been unemployed for more than 6 months, or
- who is over the age of 55, or
- who has immigrated to Finland, or
- who has a partial work ability
The employment can be done for any task in the service of a company or subcontractor as defined in the contract, or the employment can concern a specific work site and/or task. It can also be determined whether the employment obligation is included in the service dimensions of the procurement or if said jobs are to be added on top of the service dimensions.
How is the condition met?
You can fulfil the condition yourself, by employing jobseekers in the target group in accordance with your contract, or by contacting the City of Kuopio’s Employment Service, you can find the contact information here.

Once the employment condition has been met, i.e. 2% of the value of the procurement has been used for the employment of the target group, it must be verified with the “Työsuhteen toteaminen” (Declaration of employment) form via this link.

The City of Kuopio’s Employment Service is offering a summer job voucher to all grade 9 pupils in Kuopio. To apply for a summer job voucher, contact your educational institution. An additional 150 summer job vouchers will be made available via an online application to residents born between 2004 and 2008. The summer job voucher is designed to help young people find their first summer jobs. The voucher has been distributed since 2018.

The voucher is worth EUR 300 and is intended for employers who are looking to hire a voucher holder for the summer period between 1 May and 31 August 2023. The salary must be at least EUR 450 for a period of 2 weeks or 10 working days. The employer can be domiciled anywhere in Finland.
Employers can post their available summer job positions on Job Market Finland. An employer can also hire a summer job worker directly through their own networks. All employers who hire a summer job voucher holder are entitled to use the Vastuullinen työnantaja 2023 (Responsible Employer 2023) logo in their marketing.
Summer job vouchers are not granted for work commissioned by households or private individuals. Those without a valid business ID can still employ a summer worker in other ways, for example by arranging a Pikaduuni campaign. In this case, Eezy henkilöstöpalvelut will act as the young person’s official employer.

By employing at least one unemployed jobseeker who is under the age of 30 for at least two (2) months, your company is entitled to use the Vastuullinen työnantaja (Responsible Employer) logo in its marketing. The employer can be domiciled anywhere in Finland. Permission to use the logo is granted by the City of Kuopio’s Employment Service.
