A customer who is unsatisfied with the quality of early childhood education and care services or the way they have been treated in connection with these services has a right to lodge a complaint with the supervisor of the operating unit or the leading office holder in early childhood education and care services. Before lodging a complaint, it is advisable to take up the matter with the ECEC operating unit in question, which can investigate any shortcomings or defects in the matter.
The complaint may be freely worded or lodged using a form.
The response to a complaint must be issued within a reasonable delay after it has been lodged (usually 1 to 4 weeks). No request for review can be made regarding the response.
Lodging a complaint does not affect your right to complain to the authorities supervising early childhood education and care about the matter. You can file an administrative complaint with such authorities as the Regional State Administrative Agency or the Parliamentary Ombudsman if you find that an authority has acted incorrectly in the matter.
