The development of competence-based recruitment aims to open new opportunities in the job market.

Competence-based recruitment creates connections between job seekers and employers, allowing both to benefit from clearer and more precise identification and description of skills. Shifting from the traditional job title-based approach to a skills-based recruitment approach can significantly improve the efficiency and flexibility of the labour market.

Funder and Primary Source of Funding: European Social Fund Plus (ESF+), South Savo Centre for Economic Development, Transport and the Environment.

Total Budget: €1,450,956

City of Kuopio’s Share of the Total Budget: €290,186

Target Group

The primary target group consists of employers and companies in Kuopio that require skilled labor and are looking to recruit new talent or promote competence-based recruitment for international employees.

The secondary target group consists of all registered employer customers who have the opportunity, competence and work ability to find employment in the open labour market and benefit from meeting the competence needs of employees and employers.

Implementers

The project is managed by the Employment Service of the City of Kuopio.

Purpose

The Competence-Based Recruitment Project shifts the focus from traditional aspects of job applicants such as education and work experience to their concrete skills and competences. The project aims to improve the matching of job openings with job seekers by identifying and describing both the skill requirements of jobs and the skill potential of job seekers. Employers’ expertise and ability to hire international talents and job seekers are strengthened as part of the International House activities.
