City Group
The City of Kuopio and its local authority subsidiaries form the Kuopio City Group. In addition to the parent city, the Kuopio Group includes around 30 subsidiaries and associated entities and two joint municipal authorities.
Corporate governance
The City’s group management comprises the City Council, the City Council’s Corporate Governance Section, the Mayor, the Deputy Mayor for Urban Environment, and the Finance director.
Through corporate governance, the City aims to steer the management and operations of companies and entities in a way that reflects the City’s overall image and strategy.

The Group subsidiaries report on the achievement of the targets, for example in connection with the interim reports and at the end of the financial year. The reports of the most important subsidiaries are included in the city-level reports.
The Corporate Governance Section of the City Council is responsible for organising the Group’s management together with the City Council. The Section’s tasks include the preparation of the City’s ownership policy and the preparation and implementation of corporate governance. The Corporate Governance Section also appoints representatives to the shareholders’ meetings of companies in which the City is a shareholder and prepares the City’s proposals for the appointment of persons to the management of the subsidiaries.

An entity in which a municipality has control in accordance with the Accounting Act is a local authority subsidiary of the municipality. As a general rule, this means an ownership of more than 50% of the entity. Two of Kuopio’s subsidiaries form a subgroup.

An associated entity is an entity that is not a subsidiary of the Group, but in which the City has a significant ownership interest and significant influence over the management of operations and finances. This means an ownership of at least 20% of the share capital or equivalent capital and 20–50% of the voting rights of the entity.
