Rules and guidelines

Under the Local Government Act, each municipality and joint municipal authority must have administrative regulations. Administrative regulations steer the municipal operations. The administrative regulations and its amendments are approved by the City Council. 

The City Council approved the City of Kuopio Administrative regulations on 28 November 2022, and the Administrative regulations entered into force on 1 January 2023. 

The operation of service areas is governed by their own rules of operation. 

Group steering by the City of Kuopio is guided by Group guidelines and ownership policy approved by the City Council. For more information, see the City Group website. 

Other legislation and municipal regulations 

Municipal operations are guided by the Local Government Act (410/2015). In addition to Local Government Act, municipal operations are governed by the Public Order Act. The purpose of the Public Order Act is to safeguard public order and security.
